Oxford police assisted Homeland Security Investigations and the Mississippi Attorney General’s Office in a joint sex crimes operation July 22, 2026, that resulted in the arrests of three men on charges of enticement of a child to meet for sexual purposes, authorities said.
The operation, called Operation Muddy Waters, involved HSI, the Mississippi attorney general’s office and other federal, state and local agencies, Oxford Police Department investigators said. Dennis Russell Cooper, 68, of Oxford; Laynez-Gonzalez Oseas Neftali, 29, of Memphis, Tennessee; and Argueta Cristian Abel Giron, 33, of Rossville, Tennessee, were arrested and transported to the Lafayette County Detention Center, where they were booked on enticement charges.
“We appreciate all of our law enforcement partners and the work of the investigators involved in this operation,” Oxford Police Chief Jeff McCutchen said. “Protecting children and holding accountable those who seek to exploit them is a responsibility we take very seriously. We will continue working with our local, state and federal partners to protect the children in our community.”
The Oxford Police Department urged parents and guardians to talk with children about online safety and the potential dangers of communicating with people they do not know online. We will provide more information as it becomes available.
