Driver Service Bureau says McCoy Rather secures Mississippi learner’s permit

The Driver Service Bureau of the Mississippi Department of Public Safety posted on Facebook congratulating McCoy Rather after he secured a Mississippi learner’s permit, the agency said in the social media post.
