DeSoto County indicts Taiwanese man in international fraud scheme targeting elderly

DeSoto County District Attorney Matthew Barton announced Tuesday that Taiwanese national Chia Lai faces four felony charges, including conspiracy to commit fraud, false pretense, money laundering, and wire fraud.

The charges stem from an international scheme that primarily targeted elderly victims, draining millions from their bank accounts. Lai was arrested upon arrival at Los Angeles International Airport during a joint operation with federal authorities.

Initial efforts to secure Lai’s custody were delayed by California sanctuary policies, which officials say hindered cooperation with U.S. Customs and Border Protection. Local agencies in California refused to honor a Mississippi arrest warrant, risking Lai’s escape and continued criminal activity.

Thanks to coordination between Homeland Security Investigations and DeSoto County officials, Lai was eventually transferred at LAX, where Los Angeles police honored the Mississippi warrant. He was taken into custody and transferred for prosecution in DeSoto County.

“Today’s arrest shows our commitment to protecting residents,” Barton said. “Liberal policies shouldn’t allow dangerous criminals to hide behind sanctuary laws.”

Barton added, “My office will pursue anyone exploiting our citizens. We will find you, arrest you, and hold you accountable, regardless of where you are or who gets in the way.”

The case was investigated by Hernando Police and the DeSoto County District Attorney’s Office, emphasizing the importance of cooperation between local and federal law enforcement. Officials urge seniors and their families to stay vigilant against financial scams, which often involve phone calls, emails, or online messages prompting urgent action to steal personal information or money.
