Jackson enacts new parade rules ahead of Hal’s St. Paddy’s Day celebration
JACKSON — City officials will enforce new parade regulations during this year’s Hal’s St. Paddy’s Day Parade, limiting open-flame cooking, glass containers and certain vehicles to improve safety and crowd control downtown, Mayor John Horhn said.
The ordinances, approved by the Jackson City Council in November 2025, apply to parade organizers, participants, vendors and spectators within the Downtown Business Improvement District during designated parade hours from 8 a.m. to 5 p.m.
The rules prohibit grills, barbecues, smokers and other open-flame cooking devices along the route unless the city issues a specific permit. Cooking with oil or grease is banned without prior approval, and glass containers including bottles, jars and drinking glasses are not allowed. The ordinance also bars specialty vehicles such as all-terrain vehicles and golf carts unless authorized, and prohibits placement of portable toilets without a city-issued permit.
Officials also moved to prevent early claiming of space along the parade route. Beginning four hours before the parade starts, individuals and groups may not fence off or reserve public areas unless approved to protect landscaping. Firearms are prohibited for paradegoers and participants, with exceptions for law enforcement officers and individuals permitted under state law for enhanced concealed carry.
The Jackson Police Department and Mississippi Capitol Police will enforce the rules with officers stationed along the route. Violations could lead to confiscation of prohibited items, revoked permits, citations or removal from the area, officials said.
“We are committed to making Hal’s St. Paddy’s Day Parade safe and enjoyable for everyone who comes downtown,” Mayor John Horhn said. “These new parade rules will help keep families safe, reduce risks from things like open flames and glass, and make sure our first responders can do their jobs.” Residents and visitors can review the full ordinance through the City Clerk’s Office or on the city’s website.
